The Canadian Gaming Association's Code for Responsible Gaming Advertising came into effect on January 1, 2026, adding a national industry framework for gambling advertising communicated to Canadians.

What the code is

The code was developed by the Canadian Gaming Association with industry stakeholders and is administered by Ad Standards. It sets principles intended to promote truthful, socially responsible gambling advertising and provides a process through which complaints can be reviewed.

Important legal distinction: the CGA Code is an industry self-regulatory commitment. It does not replace federal or provincial law, and it does not replace provincial regulator standards such as the AGCO's rules for Ontario iGaming.

Why a national code matters

Gambling advertising crosses provincial borders through television, streaming, social media, sponsorships and digital campaigns. Provincial rules still matter, but a national advertising code gives participating brands a common baseline for how responsible marketing should be approached across Canada.

Ad Standards can hear complaints

Ad Standards began accepting complaints under the code on January 1. Complaints can be assessed under the responsible gaming code alongside the broader Canadian Code of Advertising Standards where relevant.

What it means in Ontario

Ontario already has specific AGCO standards governing internet gaming advertising, including restrictions around public promotion of bonuses and inducements. The CGA Code sits alongside those rules rather than replacing them.

What bettors should take from it

  • Responsible-gambling advertising expectations now have a national industry benchmark.
  • Provincial rules still apply and may be stricter in specific areas.
  • A responsible-gambling logo or message does not prove that a gambling site is licensed in your province.
  • Licensing should still be verified through the relevant regulator.
